Yuliana Rimer
Founder & Executive Director
ACADEMIC BACKGROUND
Yuliana Rimer is a Global Governance Architect and the Founder and Executive Director of The Rimer Institution.
Her graduate research examined the relationship between women’s decision-making authority and governance legitimacy. That work developed into the institution’s founding research proposition: women’s decision-making authority is a structural condition of legitimate governance, not simply a question of representation. It became the intellectual foundation for The Rimer Institution’s work on decision-making authority, governance legitimacy, and institutional architecture.
Her graduate training centered on character-driven leadership and diplomacy and expanded into international relations, comparative politics, public leadership, peacebuilding, organizational design, and global governance. Her areas of study include U.S. diplomacy in action, applied international leadership, U.S. national security policy, intelligence and national security, foreign aid strategy, the role of the United Nations in global governance, international organization and law, and U.S. security policy in the Indo-Pacific.
Her formal training also includes certifications in Global Trade and the American Worker; Power, Policy, and Prosperity: Democracy, Capitalism, and Governance Today; Diplomatic Tools for Leadership & Conflict Resolution; and International Negotiation Strategies.
Her bilingual and bicultural background—spanning English- and Spanish-speaking worlds—shapes how she approaches governance research across borders, an interest reflected in her academic study of immigration and Latino politics.
Today, she brings this work together through The Rimer Institution: researching how authority is structured, examining the conditions of legitimate governance, and developing institutional approaches capable of shaping the next generation of global leadership.
